Havering Council refused and approved several planning applications in the last week ending March 23.

These included routine single storey rear extensions, to granting a go ahead for changing the opening hours of Noak Hill Sports Complex in Noak Hill Road from 8 am to 5.45 am for the purpose of accommodating a fitness class.  

A beauty salon’s proposal concerning their site on Hillview Avenue in Hornchurch, to convert it into a dog grooming salon was refused. Inadequate information submitted to demonstrate a suitable environment for the activity was cited as one of the reasons for rejection.

The council also said the plans failed to provide adequate details regarding the level of cycle and car parking provision for the use by staff and customers.

In addition, a prior approval was granted to Romford’s Liberty Shopping Centre to install a maximum of 1,150 solar panels to its roof in a move to generate some renewable energy.

A house on Allen Road in Rainham was also given an approval to change its use from being a residential property to an Ofsted registered children’s care home for no more than three kids between 11 to 17 years of age. Only those children looked after by the council will be provided care at the site as per the plans.

An overview of other major applications greenlit and turned down by the council during the week is given below.

Approvals:

89 Stafford Avenue, Hornchurch, RM11 2EP: Extension of the main roof above the garage, addition of a new dormer to the rear, roof lights, and alterations to the existing ground floor rear extension were all approved.

32 Brackendale Gardens, Upminster, RM14 3XA: A single-storey rear extension was approved with conditions attached.

16 Fairview Avenue, Rainham, RM13 9RP: Another single-storey rear extension was approved, subject to conditions.

51 Lawns Way, Romford, RM5 3TH: The conversion of an existing roof for habitable use was approved.

16 Dulverton Road, Romford, RM3 8LT: Part single, part two-storey side/rear extension following demolition of an existing garage was approved.

11 Laburnum Walk, Hornchurch, RM12 5RP:  A two-storey front extension, part two-storey rear, and single-storey front extension were approved with the provision of additional windows.

2 Clitheroe Road, Romford, RM5 2ST: The erection of a 2-bedroom attached dwelling, including demolition of an existing outbuilding, was approved.

Noak Hill Sports Complex, Noak Hill Road, Romford, RM3 7FL: Variation of condition No. 17 (Opening hours) of planning permission to permit a change to opening hours was approved.

2 Allen Road, Rainham, RM13 9JS: Certificate of Lawfulness for the use of a dwellinghouse as an Ofsted registered children's care home.

Liberty Shopping Centre, Western Road Romford, RM1 3RL: Installation of roof mounted solar panels 460kWp- max 1,150 panels. Prior Approval granted.

Refusals:

8 Burlington Avenue, Romford, RM7 9JL: The proposal for a ground floor rear & first-floor part rear extension, two-storey side extension & conversion of the existing dwelling house into two self-contained flats.

79 Primrose Glen, Hornchurch, RM11 2NL: The demolition of an existing garage and erection of a 2-storey, 1-bedroom dwelling.

138 Hillview Avenue, Hornchurch, RM11 2DL: Change of use from a hair salon to a dog grooming salon.

19 Spey Way, Romford, RM1 4YP: Proposed 3 bed semi-detached dwelling with parking, extension to existing crossover and new boundary fence following demolition of existing side extension, garage and outbuilding.
