A Harold Hill resident has claimed constant fly-tipping near his house is getting in the way of daily life.
James Tubey, a 25-year-old railway engineer, said the issue has been happening since 2019 when he moved into his house on the Sevenoaks Close estate.
James alleged household waste has been dumped more than 20 times, a matter he has reported to Havering Council but with no viable solution provided.
Keith Darvill, Labour group leader and councillor for Heaton, came to discuss improvements such as fixing broken CCTV cameras to catch fly-tippers in 2021, James said, but nothing has happened since.
"It's absolutely disgusting that people think they can flytip and make the tax payer, me, pay to clear it up," he said.
“I can't even get my bike across and it's still going on at the minute,” he said. “It’s pointless – they come and pick it up one day and a few days later it’s back.”

James said rubbish is still being dumped behind his house in the middle of a walkway that he and other residents use every day.
He added that an elderly woman struggled to access the path due to the mounting waste and could not get past with her walking stick.
James said he hopes to see the people responsible prosecuted and a permanent measure imposed to stop it happening again.
Havering Council did not respond to a request for comment.
