A proposed development of two three-storey housing blocks on a brownfield site have been refused due to concerns including the size and bulk of the plans.
Last October, developer Ramos Estates applied to construct a combination of four one-bed and four two-bed flats on a space just behind the Driving Standards Agency in Station Lane, Hornchurch.
Two blocks were proposed, with five car parking spaces and 16 cycle spaces included in the submission.
A previous application had been refused by Havering Council in 2021, though Ramos Estates said the concerns raised, such as how the flats would fit into the local environment, had been addressed.
Council officers have however now rejected the new submission, describing how it would, “by reason of its bulk, mass, height and configuration...fail to reflect the scale and setting of the narrow service road on which it is proposed to be located”.

A lack of family units was also mentioned in the decision notice, as was potential issues regarding the manoeuvrability of cars within the parking space.
A spokesperson for Ramos Estates said: “Ramos Estates is naturally disappointed at the outcome and are currently reviewing their options for the site.”
